When you say 'stored procedure', I hope you're talking about learning Oracle PL/SQL. Here is a link to a good book:

http://www.course.com/catalog/product.cfm?category=Databases&subcategory=Oracle&isbn=0-619-15959-6

if you want to buy it, get it's ISBN # and buy a used one, which should not cost more than 30 bucks.

If you're a novice programmer, then I suggest you to learn standard SQL that's handled by Oracle. You don't really need any strong programming background to learn SQL. The excercises in this book will teach you all that before you get into PL/SQL and stored procedure.

Your biggest challenge would be to install Oracle software in your computer. You can download it from Oracle website.

Goodluck!
