Does anyone here know a competent lawyer based in NYC who can file an RFE for my I-140 as soon as possible? My current one has been keeping me waiting for almost 3 weeks now without doing anything even though I had given him the required documents 3 weeks ago. Thanking in advance.

It could be anyone, Nepalese or non-Nepalese; it doesn't matter as long as he or she is competent.

Since I-140 is company property, first make sure that switching lawyer is doable. Do you need anyone from NYC in particular? Khagendra GC is out there too.
