Do you need to pay SEVIS fee if you start a new university in USA? I came to US in one college. I finished my bachelors and I am starting a different school now. They are asking me to pay a SEVIS fee again. Have anyone of you gone through the same situation?

I never paid any SEVIS fee in my 10 years of schooling here. I transferred between few colleges in undergrad and then finally transferred to one grad school. If I were you, I will google first to check if its something new and if not then call school to inquire if its their policy
