.Bhutanese and Darjeelinge Nepalis are not NRNs. An NRN is one who was a citizen of Nepal but now has taken up residency in another country. The Nepali speaking people in Bhutan, Darjeeling, Sikkim and Assam have been living in those areas since thousands of years. They did not leave Nepalese citizenship. They were always the citizens of those places.

That is too risky. Im not sure what sort of rights are there for NRN in Nepal. What if India issues NRI to the Nepalese folks with Indian origin? What if they later issue the passport to 'em like Russia did in Georgia? I am scared with this idea. Debate is good though! I don't want disintegration in Nepal. This does not sound good idea to me, at this time. May be later on! ;)
