 Question about Standard Chartered Bank Draft

Hello Everyone!! Good Morning!!
My friend just came here from Nepal. He brought some money with him as a bank draft issued by Standard Chartered Bank. They didn't give him traveler's check. They charged him 5% of the total amount and said there wont be any more fees even in the US and that all he has to do it is deposit it in a US account. We went to Wells Fargo and got him an account opened. However, the bank is saying that the draft will go for collections first and it will take around 4-10 weeks. Also, there is a $75 fees. We went to another branch and also tried Chase Bank; they all said the same thing. Now, I wanna know if there is any other way because he's gonna need his money sooner than that. He doesn't have any extra money right now. We're also gonna try to talk to Standard Chartered bank here and see what they can do. So, if anyone has experience in this matter please let us know what to do. Thank you!! Have a great day!!!
