yes, some of the TPS approved notice you will see "TPS Beneficiary Applicant Name" below the A number of the applicant

The reason for that is...

Just my critical analysis : if USCIS already match your information to what you have provided with 821, then it will send you the A number, but if you are new or lets say they didn't match, then it might come blank.. You can google about this and find exact answer.
