I was wondering if you guys can answer following questions-
1) does a person who writes "welcome letter" or who sponsors DV winner has to be a US citizen or GC holder?
2) can a TPS holder(previously F1 status; OPT EAD just expired and GC through work few months away (AOS applied), thus applied TPS to continue working) write welcome letter?
3) does the DV winner, entering US for first time, need to go to person writing the welcome letter or can he go to other states?

People with experience, please help me.

Yes to # 1. I don't think # 2) can write a welcome letter. And they can go to any state or place they choose on arrival.

So you are saying that the welcome letter writer can be from one state and the DV winner can go to another state without ever going to writer's address.

Also, anybody know if one can write welcome letter for 2 different DV winners within 8 months time frame?

Welcome letter is not a legal document. It is just an informal letter showing that you are willing to help. It doesn't bind you to anything. You can write welcome letter to as many people as you want. I have myself written 2 within the past 12 months. And yes, they can go to any state they choose to without even coming to your place.
