By civilized I mean a decent discussion, solely focused on the subject matter, no personal attacks, no derogatory comments, no comments aimed to offend someone's mother, sister or any other members of the family. Can we do that? I have never (or rarely) seen such a discussion among Nepalese regardless of the topic. Is that possible by any means?

why should we care ?  let people exercise their freedom of speech........... 
it's up to them what language they wanna use and where they wanna use..... and why are you making a big deal out of it....

Wishful thinking.

I am not trying to put anyone down but I don't think it is possible in any group to have a meaningful discussion without offending some group.
